Melbourne’s Collingwood and Abbotsford’s Residents Association convener Fred Allen said there were many people who had a social conscience in the area.
“People put an enormous effort into reducing their water usage, there’s lots of people putting in tanks,” he said. “We certainly set a good example, it’s just a pity they can’t follow.
“Just because you are rich doesn’t mean you have a licence to use excessive water, everyone has to pull their weight.”
